An advisory panel to Japan's justice minister Monday proposed revising the Civil Procedure Law to enable all civil court procedures to be conducted online.
The proposal from the Legislative Council seeks to enable online submissions of court petitions and preparatory documents, which are currently submitted either by mail or in person at courts. Online submissions will have to be made by lawyers or other attorneys, according to the proposal.

G-7 warns Russia of 'massive' consequences if it invades Ukraine.
The finance ministers from the Group of Seven industrialized nations on Monday warned of "massive and immediate consequences" on Russia if it invades Ukraine.
"We are prepared to collectively impose economic and financial sanctions which will have massive and immediate consequences on the Russian economy," they said in a statement.

IAEA reviews water release from damaged Japan nuclear plant.
A team from the International Atomic Energy Agency on Monday began its review of Japan's plan to begin releasing more than a million tons of treated radioactive water into the sea from the wrecked Fukushima No. 1 nuclear plant − a review that Japan hopes will instill confidence in the plan.
The 15-member team is to visit the Fukushima plant on Tuesday and meet with government and utility officials during its five-day mission.

Russian skater Valieva can compete, but medal ceremony won't be held.
Russian teenager Kamila Valieva has been cleared to compete in the women's figure skating competition at the Winter Olympics despite failing a pre-Games drug test, setting her up for an attempt at a second gold medal.
Whatever happens on the ice, Valieva will not get a medal ceremony moment in Beijing. Nor will any skater who finishes in the top three with her.

Japan's Kirin to withdraw from its Myanmar brewery venture.
Japanese beverage giant Kirin Holdings said Monday it has decided to withdraw from its joint venture in Myanmar.
Kirin, owner of the San Miguel, Fat Tire and Lion brands, said its board made the decision to "urgently terminate" the partnership with Myanma Economic Holdings Plc, a military-affiliated company, after finding it would be difficult to quickly end the venture in the way Kirin wanted to.

Bodies of 2 pilots of crashed F-15 found in Sea of Japan.
The Japan Air Self-Defense Force said it has found the bodies of two pilots who were aboard an F-15 fighter that crashed into the Sea of Japan in late January.
The first body was discovered last Friday and the other one on Sunday in waters near the crash site about 5 kilometers west-northwest of the Komatsu Air Base in Ishikawa Prefecture, central Japan, according to the ASDF.

Angry smoker on train in Kansai causes delays for 450 passengers.
A passenger smoking in the restroom on a no-smoking train linking Hyogo and Osaka prefectures went into a frenzy and grabbed the conductor by the collar after being told to put out the cigarette on Feb. 13.
The conductor contacted a division of the Fukuchiyama branch office of JR West to seek instructions. The smoker was handed over to officers from the Fukusaki Police Station at Teramae Station in Kamikawa, Hyogo Prefecture, where the train was scheduled to stop.

Australian Foreign Minister Marise Payne announced on Sunday that she has instructed embassy staff in Kyiv to suspend operations and evacuate.
The decision follows a deterioration of the situation as Russia builds up troops along its border with Ukraine.

Japan, U.S., South Korea meet in Hawaii to discuss North Korea.
U.S. Secretary of State Antony Blinken met his Japanese and South Korean counterparts Saturday in Hawaii to discuss the threat posed by nuclear-armed North Korea after Pyongyang began the year with a series of missile tests.
Blinken said at a news conference after the meeting that North Korea was “in a phase of provocation” and the three countries condemned the recent missile launches.

Japan, South Korea remain apart over world heritage nomination.
The Japanese and South Korean foreign ministers remained apart on Saturday over a former gold and silver mine on Sado Island as a UNESCO World Heritage candidate despite Seoul's objection due to what it says was the mine's use of wartime forced labor by Koreans.
Japanese Foreign Minister Yoshimasa Hayashi, during the 40-minute talks in Hawaii with his South Korean counterpart Chung Eui Yong, repeated his view that Seoul's objection to the listing is unacceptable, according to the Japanese Foreign Ministry.

Saudi Arabia gives 4% of Aramco worth $80B to fund.
Saudi Arabia said Sunday it will transfer 4% of the stock in the state-run oil giant Aramco to a sovereign wealth fund, an infusion valued at nearly $80 billion as the kingdom tries to overhaul its energy-dependent economy.
The announcement on the state-run Saudi Press Agency comes as the oil firm is valued at just under $2 trillion and as oil trades above $90 a barrel -- its highest level since 2014.

Health Damage Found amid Popularity of CBD Products in Japan.
Imported health food and cosmetics incorporating a cannabis-derived element called cannabidiol, or CBD, are in wider use in Japan due to their claimed effects such as improving sleeplessness and relieving pain.
At the same time, however, requests for advice about health damage from the products have increased while instances of illegal elements being mixed into them have been found, prompting Japan's health ministry to be vigilant.

Japan to Review Automobile Emission Controls in 5 Years.
Japan's Environment Ministry plans to review its automobile emission controls in five years in response to an improvement in air quality in major cities covered by the existing measures of the central government.
The ministry will consider the possibility of abolishing the emission regulations, as the use of electric and other vehicles that do not emit exhaust gases is likely to expand, contributing to a better air quality, sources familiar with the matter said.

Soccer: Ritsu Doan nets 4th goal of season as PSV trounce Vitesse.
Japan midfielder Ritsu Doan came off the bench to score his fourth goal of the season as PSV Eindhoven hammered Vitesse 5-0 in the Dutch Eredivisie on Saturday.
Doan, brought on in the 59th minute, completed the scoreline for the visitors two minutes from time when he struck low from the edge of the box and in off the right post.
PSV sit second and trail Ajax by two points, although the leaders can restore their five-point cushion with a home win over Twente on Sunday.
