Rakuten CEO Hiroshi Mikitani to donate 1 bil. yen to Ukraine.
Hiroshi Mikitani, chairman and CEO of Japanese e-commerce giant Rakuten Group Inc., said Sunday he will donate 1 billion yen to the Ukrainian government for humanitarian assistance following Russia's invasion of the country.
"I am deeply saddened by the news," Mikitani said in an English letter to Ukrainian President Volodymyr Zelenskyy posted on Twitter, referring to Russia's launch of a military attack Thursday. "My thoughts are with you and Ukraine people."

North Korea resumes missile tests with first launch in a month.
North Korea fired what could be a ballistic missile on Sunday, military officials in South Korea and Japan said, in what would be the first test since the nuclear-armed country staged a record number of launches in January.
South Korea’s Joint Chiefs of Staff reported that North Korea fired a suspected ballistic missile toward the sea off its east coast from a location near Sunan, where Pyongyang’s international airport is located.

Japan financial watchdog reviews compulsory quarterly disclosure rule.
Japan's financial watchdog has begun discussions as part of a review of compulsory quarterly company disclosures, a controversial move the regulator argues will encourage firms to think long-term but that critics say will erode transparency.
The Financial Services Agency is expected to show as early as this spring the direction of its review, a part of efforts to promote a "new capitalism" as advocated by Prime Minister Fumio Kishida, following discussions at its Financial System Council.

Reclamation at Centrair starts for around-the-clock flights.
Land reclamation work in the waters west of Chubu Centrair International Airport in Aichi Prefecture has begun for the construction of new runways that will enable around-the-clock flights.
The construction being carried out is scheduled to be completed around 2037. A new runway, which will be the same length as the existing 3,500-meter runway, will be constructed.

Day care in Fukuoka entertainment district offers 24-hr support to area's single moms.
A day care center in this southwest Japan city's Hakata Ward is just a stone's throw from Nakasu, the Kyushu region's largest entertainment district. Owing to its location, some 80% of the people who drop their children off at Kids Support Hakata Chuo Hoikuen are single mothers working at Nakasu's eateries, beauty parlors and other businesses.

Rising star Gaku Hoshi scales new heights in joint Osaka-Biwako marathon.
23-year-old Gaku Hoshi won Sunday's combined Osaka and Lake Biwa Mainichi Marathon, capturing the new event on the national running calendar in his first race at that distance.
In a race featuring 300 elite female and male runners, Hoshi broke out of a three-man pack around the 38-kilometer mark and ran solo the rest of the way to win in 2 hours, 7 minutes, 31 seconds, a record for a first-time marathoner.

A cargo ship owned by a Japanese firm was hit by a missile off the coast of Ukraine in the Black Sea on Friday, injuring one crew member, the marine transportation firm in western Japan said Saturday.
The Panamanian-registered cargo ship Namura Queen was damaged and one of the 20 Filipino crew sustained a non-life threatening injury to his shoulder, according to the firm based in Imabari, Ehime Prefecture.

Magnitude 6.2 earthquake kills 7 on Indonesia's Sumatra.
A strong and shallow earthquake shook Indonesia's Sumatra island on Friday, killing seven people and injuring 85, while causing panic on the island and in neighboring Malaysia and Singapore.
The magnitude 6.2 earthquake struck about 66 kilometers north-northwest of Bukittinggi, a hilly town in West Sumatra province, according to the U.S. Geological Survey. It was centered about 12 kilometers below the Earth's surface.

New economic security law now before Diet for approval.
The government OK’d a bill to promote economic security that would ensure a steady supply of strategically important goods such as semiconductors and submitted it to the Diet for approval on Feb. 25.
Critics contend it would hand the government too much say in how companies go about their business.

Japan logs record low childbirths in 2021, deaths at postwar high.
The number of children born in Japan fell to a record low for the sixth consecutive year in 2021, with deaths at the highest since World War II, highlighting the continuing trend of the country's population decline, government data showed Friday.
The number of newborns dropped 3.4 percent from 2020 to 842,897 while deaths increased 4.9 percent to 1,452,289, resulting in a natural population decrease of 609,392 in the country of 125 million, according to preliminary data by the Ministry of Health, Labor and Welfare.

Over 70% of homeless people in Tokyo unvaccinated for COVID: survey.
More than 70% of homeless people in Japan's capital who responded to a survey had not been vaccinated for COVID-19, a support group revealed on Feb. 24.
It conducted the survey on people who came to a soup kitchen the group runs at a park in Shibuya ward and 83 people responded. Among them, 55 people were living on the streets, 42 of whom -- over 70% -- had not had a coronavirus vaccine shot.

Japan govt to expand gasoline subsidy program in March.
The government announced Friday that it will significantly expand a subsidy program to rein in gasoline and other fuel prices.
Given that crude oil prices remain high in the wake of Russia’s invasion of Ukraine, the government will raise the current subsidy cap of \5 per liter to \25 in March. Details will be discussed at a meeting of relevant Cabinet ministers to be held shortly.

Some are real, horrifying images of this war. Others had been lurking on the internet for years before Russia launched the largest attack on a European country since World War II.

Tokyo recorded 30 ‘stealth Omicron’ cases by late January.
Tokyo confirmed 30 cases of infections with the BA.2 Omicron subvariant by the end of January, the metropolitan government said on Feb. 25.
The subvariant is known abroad as “stealth Omicron” because it is difficult to tell apart from other variants.

The National Tax Tribunal has overturned a decision by regional tax authorities that ordered the founder of Sazaby League Ltd. and an asset management firm to pay a total of 8 billion yen ($69 million) in back taxes, sources said.
The tribunal cited a lack of clear basis for the order, according to the sources.
It is unusual for the tribunal to revoke an order for such a massive amount.

Internet ad revenue tops regular media for first time.
Internet advertising revenue topped the total of the four traditional media markets for the first time in 2021, advertising giant Dentsu Inc. announced on Feb. 24.
Spending on internet advertising soared by 21.4 percent to 2.7 trillion yen, topping the total ad revenue collected by newspapers, magazines, radio and TV for the first time since 1996, when records were first kept.

Shionogi seeks approval for its COVID-19 pills for mild patients.
Shionogi & Co. announced on Feb. 25 that it had applied for health ministry approval for manufacturing and selling its oral COVID-19 pill, which could greatly boost the supply of oral medications in Japan.
If approved, it will be the third oral treatment designated for COVID-19 patients in Japan with mild symptoms.

Japan to aid universities seen making world-leading findings.
The Japanese government adopted legislation on Friday to recognize and financially support domestic universities that are expected to produce world-leading research results.
Accredited universities will be given several tens of billions of yen in aid per school out of a planned 10-trillion-yen-fund. The government plans to select a few universities that will receive the aid starting in fiscal 2024.

Hokkaido Railway Co. on Feb. 23 suspended its railway services on a widescale basis, including trains bound for Sapporo, capital of the northernmost prefecture. The railway company could not remove enough snow to give the green light as heavy snow continued falling.

Kishida calls off Hiroshima visit with Emanuel over Ukraine.
Prime Minister Fumio Kishida has canceled a planned visit to Hiroshima with Rahm Emanuel, the U.S. ambassador to Japan, because of the growing crisis in Ukraine, government sources said.

The level-2 alert for the 3,067-meter volcano straddling Nagano and Gifu prefectures is the first since Aug. 21, 2017, with the Japan Meteorological Agency warning about the possibility of flying rocks around the 1-kilometer area from the crater on the mountain's summit.

Man who fell sick after 223 hours in overtime wins suit.
The Tokyo District Court ordered an internet mail order company to pay 24 million yen to a former employee who developed deep depression after putting in 223 hours of overtime in a single month.
The plaintiff, a man in his 40s who worked at a distribution center of the Tokyo-based firm, filed a lawsuit against his former employer, seeking 68 million yen in compensation.

Russia's foreign ministry says President Vladimir Putin's unilateral recognition of pro-Russian regions in eastern Ukraine as independent entities does not affect Russia's diplomatic negotiations with other countries.
Ministry spokesperson Maria Zakharova said on Tuesday that even in the most difficult times Russia is ready for negotiations.

Asian shares drop as Putin orders troops to east Ukraine.
Shares fell sharply in Asia on Tuesday after Russian President Vladimir Putin ordered troops into separatist regions of eastern Ukraine, suggesting a long-feared invasion was possibly underway.
Tokyo’s Nikkei 225 index dropped 1.8 percent and the Hang Seng in Hong Kong fell 3.2 percent in early trading. Oil prices jumped, with U.S. crude up 2.8 percent. The future for the S&P 500 dropped 1.5 percent while the contract for the Dow industrials lost 1.3 percent.

Japan services prices rise in January.
The prices Japanese businesses pay each other for services rose last month for the 11th month in a row.
The Bank of Japan said on Tuesday the Services Producer Price Index was up 1.2 percent in January from a year earlier.
That included the cost of ocean freight for raw materials, like coal and oil. International air freight also rose as a result of high demand.

Record 107.6 trillion yen draft budget clears Lower House.
The Lower House approved a record 107.6 trillion yen draft budget for fiscal 2022 on Feb. 22 that had the backing of an opposition party, which has not been seen in more than 40 years.
Along with support from the ruling Liberal Democratic Party and its coalition partner, Komeito, the budget was backed by the Democratic Party for the People.

High court orders Japan to pay damages for sterilizations.
The Osaka High Court on Feb. 22 for the first time ordered the central government to compensate plaintiffs forcibly sterilized under a postwar eugenics policy.
Three plaintiffs residing in the Kinki region had sought compensation of a total of 55 million yen from the government for being sterilized without consent under the former Eugenic Protection Law.

Police illegally provided information on citizens for green energy firm.
A district court here ruled on Feb. 21 that prefectural police broke the law by providing collected intelligence to a renewable energy firm on the activities of citizens opposed to a wind farm development.
A presiding judge of the Gifu District Court ordered the Gifu prefectural government to pay a total of 2.2 million yen to the four plaintiffs.

Canada lawmakers extend emergency powers for truck protests.
Canadian lawmakers voted Monday night to extend the emergency powers that police can invoke to quell any potential restart of blockades by those opposed to COVID-19 restrictions.
Lawmakers in the House of Commons voted 185 to 151 to affirm the powers.
Prime Minister Justin Trudeau said earlier that the powers were still needed despite police ending the occupation of the nation’s capital by truckers over the weekend and police ending border blockades before that.

China warns U.S. against including Taiwan in its Indo-Pacific plan.
China’s Foreign Minister Wang Yi on Tuesday told U.S. Secretary of State Antony Blinken the U.S.s should not include Taiwan, which China claims as its own territory, in America’s Indo-Pacific strategy.
Earlier this month, the U.S. said it would commit more diplomatic and security resources to the Indo-Pacific. Washington also said it would work with partners inside and outside the region to maintain peace and stability in the strait dividing Taiwan from China.

Japanese firms join initiative to reduce plastic waste.
A conservation NGO and 10 major Japanese companies plan to work together to step up efforts to reduce plastic waste.
WWF Japan initiated the project as part of efforts to address plastic pollution. Beverage and consumer goods makers are among the participants.
The 10 companies are to work jointly, with a target year of 2025, on eliminating unnecessary use of single-use plastics, switching to alternative materials, and setting ambitious goals for the use of recycled materials.

Survivor found in burning ferry off Greek island; 11 missing.
A survivor has been rescued Sunday morning from the stern of a still burning passenger ferry, Greece's coast guard said. There are 11 people still missing.
A coast guard spokesman told The Associated Press the man, a Belarussian, was found on the left rear side of the Euroferry Olympia in apparently good condition.
The Italian-owned ferry, which was carrying more than 290 passengers and crew, as well as 153 trucks and 32 cars, caught fire on Friday.

US ambassador to Japan to visit Hiroshima on Feb. 26 with PM Kishida.
Prime Minister Fumio Kishida is arranging to visit the city of Hiroshima with U.S. Ambassador to Japan Rahm Emanuel on Feb. 26, to offer flowers at Peace Memorial Park for the victims of the 1945 atomic bombing.
During his Feb. 4 visit to the prime minister's office, the new ambassador told Kishida that he intended to visit Hiroshima at an early date.

The request is included in a set of emergency proposals to tackle soaring crude oil prices that the LDP submitted to industry minister Koichi Hagiuda and Chief Cabinet Secretary Hirokazu Matsuno on Friday.

Olympics: Figure skaters' minimum age of 17 to be considered: source.
Following incidents surrounding 15-year-old Russian figure skating star Kamila Valieva, the International Skating Union is moving toward raising the minimum age for Olympics and world championships skaters from 15 to 17, a source with knowledge of the matter said Saturday.
The source said preparations are being made to deliberate on the change at a June ISU meeting.

Japan's curling success a win-win for sport, local community.
Having drawn a region of new fans to the sport of curling, the Japan national women's team has been using its popularity to empower the seaside town of Tokoro, on shore of Lake Saroma in the northernmost prefecture of Hokkaido.
Since the team won bronze at the Pyeongchang Olympics in 2018, the country's first Olympic curling medal in history, Tokoro was thrown into the national spotlight as the tiny town with a population of 3,400 that is the home to the Olympic heroes.

Japan to develop next-gen hydrogen engine for aircraft.
The Education, Culture, Sports, Science and Technology Ministry and the Japan Aerospace Exploration Agency will begin development of a next-generation aircraft engine that uses liquid hydrogen as fuel in fiscal 2022.
Hydrogen-powered aircraft that emit no CO2 may someday become mainstream, so Japan wants to secure the core technologies in order to enhance the international competency of its aviation industry.
